The Meiji Jingu Outer Gardens were built as a place for the improvement of physical fitness and mental and physical training, as well as a base for the spread of culture and the arts, with the Seitoku Memorial Picture Gallery as the centerpiece. The Constitution Memorial Hall (now the Meiji Memorial Hall) and other memorial buildings, as well as sports facilities such as the track and field stadium (now the National Stadium), Jingu Stadium, and sumo stadium, were constructed on the site of the former Aoyama Neri-barracks and dedicated to Meiji Jingu Shrine in October 1926.
From its construction until the end of the war, it was managed as a national facility, and during that time, a swimming pool (Jingu Pool) was opened in 1931.
After the war, the outer garden of Meiji Jingu, a religious corporation, was separated from the government and the various facilities have been managed and operated with its own business income.
